So it turns out the ladder was tall enough. The ceiling just looked a lot higher than it actually is. I just am a horrible judge of distance - always have been.

I'm glad you didn't have to invest in a full-sized ladder and then have to store the damned thing in your apartment.
I'm no good at spatial relations either- distance, volume, etc. I'm always over or under estimating.
